門牌稅明明是豁免消費稅 GST 的，為何被說成是：

i) 豁免廉价屋、中低价房屋及甘榜屋门牌税 = 14.09 (百万令吉)
ii) 豁免槟岛市政厅和威省市政局的消费税 = 19.36 (百万令吉)
iii) 产业门牌税的6%折扣 = 21.74 (百万令吉)
总= 55.19 (百万令吉)

州政府已指示槟岛市政厅和威省市政局承担2016年总额1千936万令吉的消费税，槟岛市政厅和威省市政局将在2017年继续为槟州子民扛下消费税，也就是说槟州子民将可省下原本需要缴付的1千936万令吉消费税。

Parti Cinta Malaysia (PCM) is just fed up with Penang Chief Minister Lim Guan Eng’s rhetoric spins of tales to fool the people of Penang, DAP supporters and Malaysians.
PCM vice president Huan Cheng Guan questioned on how was Guan Eng so “kind-hearted” to direct local government not to absorb the Goods and Services Tax (GST) for assessment rates when the law had actually stated clearly that such rates were exempted from the tax. Under the Customs Department guide on government, local authority and statutory body as at on Nov 10, 2014, it was stated clearly that assessment rates would not be subjected to the 6% Goods and Services Tax (GST).
It was stated in Page 9 that:
“Q8 – Is assessment rate collected by a local council subject to GST?
A8 – No, assessment rate collected by local council is not subject to GST since it is a form of regulatory function of the local council.”
Section 64 of the GST Act 2014, the tax was not imposed on the provision of federal and state governance, which also applies to local authorities and statutory bodies on the supply of regulation and enforcement activities. “So, what the heck are you absorbing, Guan Eng?
