Khoo Chin Guan, 29, was sentenced to 4 months in jail for writing $8000 on a blank cheque given to him by ComCare.
Khoo was a recipient of ComCare assistance from the North West Community Development Council and he was entitled to $200 a month.
However, on June 24 last year, Khoo had received a blank cheque from ComCare and faced with debts and large medical bills from his father’s lung cancer treatment, he decided to use the blank check to cash in $8000.
Later in the year, The accountant for Zhenghua Citizens’ Consultative Committee (CCC) discovered that $8000 had been withdrawn from the CCC Community Development and Welfare Fund and she lodged a police report on December 6th suspecting that someone had altered a cheque given to them.
Investigations revealed that Mr Khoo had not altered the cheque, but had been given a blank cheque instead.
It is not known why ComCare is distributing blank cheques to needy residents who are in difficult financial situations.
There is an awful lot of temptation if you give a needy resident a blank cheque.
However, the court ruled that it was an aggravating factor that Khoo had dishonestly stolen money from a welfare fund and the fact that it was a large sum.
Khoo was convicted of forgery despite the fact that he had been given a blank cheque.
