Malaysia's YTL Power seeks nod for new plant-report
KUALA LUMPUR, Jan 5 - Malaysia's YTL Power International is seeking government approval to build a new power plant and extend a deal to sell power to state utility Tenaga Nasional, a newspaper said on Monday, citing government sources. YTL Power, a unit of Malaysian power-to-property conglomerate YTL Corp, wants to extend its power purchase agreement with Tenaga by another five years, Business Times newspaper said. The licence for a new plant, which would double its total capacity, would contradict a 2006 government rule that power plants can only be built on the basis of competitive bidding, the newspaper quoted an unnamed government official as saying. "The terms of the deal would be too good for YTL and it goes against government policy on new plants," the official said, according to the report. YTL could not be immediately reached for comment by Reuters. The newspaper said Malaysia's Energy, Water and Communications Minister Shaziman Abu Mansor confirmed receiving the proposals. In a separate newspaper report, Deputy Prime Minister Najib Razak was quoted as saying the government plans to renegotiate Tenaga's power-buying contracts with independent power producers (IPPs) to reduce financial strain. Currently Tenaga purchases all the power produced by the IPPs, which include YTL, regardless of demand, the Malaysian Reserve newspaper said.

YTL Power wants to extend its power purchase agreement with Tenaga by another five years as well as a licence to build a new plant
YTL Power International Bhd (6742) has submitted proposals to grow its business in a move that would test the government's resolve over an important policy.
The power generation arm of the YTL group has proposed to extend a deal to sell power to national utility firm Tenaga Nasional Bhd (TNB) and also build a new plant, government sources said.
The papers, submitted to the Economic Planning Unit sometime last year, are being circulated in the Energy, Water and Communications Ministry for feedback.
Energy, Water and Communications Minister Datuk Shaziman Abu Mansor confirmed receiving the proposals when met by Business Times recently, but declined to say if they have a chance of succeeding.
YTL Power wants to extend its power purchase agreement (PPA) with TNB by another five years to match the useful life of its power plants.
It also wants a licence to build a new plant that will double its total capacity in the country.
"The terms of the deal would be too good for YTL and it goes against government policy on new plants," said one government official, who declined to be named.
The government had decided since 2006 to allow new power plants to be built only on the basis of competitive bidding.
The first plant to fall under the policy was supposed to be the 300-megawatt (MW) coal plant in Sabah, but that was scrapped due to opposition from the state government on environmental grounds.
TNB and its partners had won the tender to build the coal-fired plant.
YTL Power also proposed for the new plant to use subsidised gas from Petroliam Nasional Bhd (Petronas). This request will be tough to fulfil as a new power purchase agreement (PPA) typically runs for 21 years.
Also, Petronas is uncertain of gas supply beyond 2016, Minister in the Prime Minister's Department, Senator Tan Sri Amirsham Abdul Aziz, said last month.
For YTL Power, having new plants allows it to expand in a lucrative business. YTL Power makes up about 70 per cent of the YTL group's profits.
It is also important because its existing contracts to sell power to TNB are expiring.
YTL Power's concession, for instance, will expire in 2015. It currently owns power plants in Paka (Terengganu) and Pasir Gudang (Johor), which have a collective capacity of 1,212MW.
However, the proposals, which are being reviewed by the Energy, Water and Communications Ministry, are facing resistance.
"I think the government will prefer TNB to build new plants. It's already being squeezed now," another source said.
The government realises that new plants built by independent power producers (IPPs) will increase the costs for TNB, which has to buy the electricity. In good times, TNB would be able to sell the power due to strong demand. However, if consumption faltered, it would have to spend money to buy electricity that would not be used.
Last month, it was reported that TNB would have to spend some RM500 million over the next eight months to buy power that it did not need at present.
That was why the government had attempted to renegotiate PPAs with the IPPs, but the efforts have proven futile.
The latest attempt to slap a windfall tax to force the talks through also failed as the plan met stiff resistance from the IPPs. They said that such a levy would hurt their ability to service their debts. The government later backtracked and decided to collect only a year's worth of windfall tax. |

反正国能喜欢买贵货
然后收购国外有潜质的能源公司,
毕竟国内的电能增长不多,40%的存电还有时不时的暴利税 |
