“He is busy on the telephone.” 就可以了。

on the line 和 on call 用法如下：

May I know who is on the line?
请问是谁打电话来？

It's your friend Sam on the line.
是你的朋友Sam打来的电话。

有些职业，如医生和工程师，值班时随时候召，叫做 on call.
There is a doctor on call 24 hours a day.

on the line 还有其他的意思，如"面临危机"......

如果要容易记得 at, in

For example,
I live in KL
i live at 35, Jln Fasa,Taman Iris

用 AT的话， 它指的意思是more specific
用 In 的话, 它指的意思是一般的或没有那么的Specific.

如果用“空间”来解析
in 是 比较大和宽
At 是 比较小。

再问一个问题下，从书里拿来的。。做了但是错很多。。。

There is a legend about how Chinese New Year originated. The legend goes like this. During the Han Dynasty in China, there was a monster ___(1) Nian.

这个不是called 么？但是答案是call。

The monster came ___(2) a year to a little village and terrified the villagers.

不是once么？答案是ones....

They moved their banners and ___ their noisemakers.

一个句子不能有两个-ed的么？
答案是rattle...我选rattled....

请各位高手指教，英文好像太多rules了。。。

你所选的答案 called, once, rattled 才是正确的；该书所提供的答案都错了。
