为进一步加强这道防卫线，避免赌场业者通过赠送筹码或其他奖励等变相方式退回给赌客，赌场管制法令也规定业者不得“直接或间接将入门费退还、汇出或津贴”本地赌客。 　　世界各地赌场都有各自的忠实顾客或会员制度，包括以奖金、奖品、餐券、酒店住宿等方式来奖励常客，特别是出手阔气的豪客。滨海湾金沙和圣淘沙名胜世界也将各自推出这样的计划。
　　全国预防嗜赌理事会主席林福山说：“理事会将和赌场管制局密切合作，确保赌场入门费的作用不受破坏。若业者的经商手法被发现使收取入门费制度等同虚设，业者将受到制裁。”

另一方面，理事会也规定赌场业者，须为所有赌客提供设施和服务，方便他们“自设输亏顶限”（voluntary loss limits），根据预算设定当天下注顶限。
　　例如，圣淘沙名胜世界将为赌客提供储藏柜，寄放现款和财物，这样赌客就能少带现款或财物进入赌场。

We have heard reports from several analysts this week that can only be described as enthusiastic about Genting and its new ResortsWorld brand, which opened its second integrated resort in Asia last week on Singapore's Sentosa Island.
We heard one describe ResortsWorld in Manila, which opened last August, as a "bustling" place. Another said that ResortsWorld Sentosa was the "best casino project in Asia". News releases from RWS, meanwhile, have been gushing all week about how solidly booked the hotels at are, running through Chinese New Year.

Most analysts would not go so far as to say that the opening of RWS represents clear and present danger to Macau as a whole. But almost all seem united in agreement that Macau's direct-VIP business is bound to be hurt, because Singapore is able to offer rebates to players of at least 1.1 per cent, which is higher than Macau's standard 0.9 per cent. Moreover, RWS has been poaching staff from Macau's International Marketing teams.

To which we can only weigh in with the following comments:

1. What direct-VIP business?
If anyone out there has seen numbers from the Macau concessionaires for their direct-VIP business, we would love to buy you a drink. They do not exist for public consumption, not even for the DICJ. That's right, not even Macau's regulators know how much of the rolling-chip turnover going through the casinos is via a junket and how much is given direct by the casino to a player. Why? Because they don't care. All they want to know is how much the junkets have purchased in rolling chips – so they know how much tax to expect – and how much has been won by the concessionaire on tables that are classified as VIP – so they know how much tax to collect from the concessionaire. All we have to go with is guesswork – those that have consistently higher win-hold percentages probably do more direct business. But there is no way for anyone outside of the concessionaires to quantify it.

2. Do rebates matter?
To be sure, our understanding in Macau is that those 1.5 per cent commissions might eventually be nice for the junkets, once (or if) they are eventually allowed to operate in Singapore, but they will not move the needle for direct-VIPs. What matters to a high-roller is nothing more than this: "How well are you going to treat me, and how much credit can I get?" A 0.2 per cent difference in how many chips the player can buy is the difference between one hand at the table.

3. Does Mabel Lee matter?
Oh, sorry, forgot to tell you about her. She is the person lured from Wynn to join RWS, who previously helped Linda Chen run the VIP business coming from Southeast Asia. Channel-checks at Wynn sniffed at the idea that she was a significant loss. We would be mightily surprised if Linda had allowed Mabel to have her own little black book of names, and so we would tend to believe that the loss of one player-relationship person is not enough to bring down the Southeast Asian business of the world's most successful International Marketing team.

4. At heart, Genting is more like SJM than LVS.
Universal Studios is nice, no doubt. Lovely attractions, better than Disney, great for families. Genting brought in the partner with the expertise to do that. However, does Genting really have the ability to run a hugely successful integrated resort, with a cash-pumping casino at its core, in a sophisticated, global-traveller market like Singapore? We have seen very little evidence of that so far. According to our channel-checks, the Manila property is good only by comparison to the local competition, which required very little effort. It is nothing like the Singapore property. So we have to wonder how well the casino part of the fabulous Sentosa resort is going to be managed.

5. Where are the Chinese going to come from?
In Singapore, projections from both resorts call for hefty spending by Chinese gamblers. Who are they? RWS has not put a single dollar of marketing spend into Macau, currently the only place where Chinese gamble in any kind of serious numbers. Indeed, once Marina Bay Sands opens, we think RWS Sentosa is going to get its rear-end handed to it.
MBS is surrounded by dozens of hotels besides its own, it is centrally located, it is a property clearly designed for gamblers rather than leisure visitors, and it is backed by the Big Daddy of the Macau casino market. How soon it can open is another question, but once it does, we have little doubt that the current buzz surrounding RWS will fade.

（新加坡）新加坡的賭場管制局（Casino Regulatory Authority of Singapore）今日（週六，2月6日）發佈文告宣佈，聖淘沙名勝世界綜合度假勝地（Resorts World at Sentosa Pte.Ltd.）於當天獲得賭場執照。

當局也強調，賭場經營者必需按照現有的賭場管制條規，以便能繼續營業。（聯合早報網）
