Friends of Penang Hill not against upgrading of hill railway

GEORGE TOWN (May 13, 2009): The Friends of Penang Hill (FOPH) coalition has reiterated that it is not against the upgrading of the Penang Hill Railway but only wants a cheaper, faster and less disruptive project while retaining the heritage value of the current funicular system.

FOPH, which is made up of the Penang Hill Residents Association and Penang Heritage Trust (PHT), said the residents of Penang Hill have suffered from the poor service of the hill railway for so long and welcomed any improvement to the service.

"We are also aware that this RM40 million hill railway project is a federal government project and we welcome it in principle," it said in a press statement signed by Penang Hill Residents Association president Arunasalam @ Raja and PHT president Dr Choong Sim Poey.

The group is of the opinion that it is possible to upgrade the system and achieve the same capacity in a manner which will be cheaper, faster and therefore less disruptive to residents and traders while retaining its heritage value.

"The method proposed by the Public Works Department (PWD) will create a completely modern system with two new stations, new machinery and an altered alignment of the track which will require the cutting of trees and slopes," the group said.

"In planning for the upgrade, the PWD did not consult the stakeholders and did not give sufficient consideration to its heritage value," the group said.

It said the PWD will be destroying something unique and replacing it with a modern system that will not have any heritage value.

It said all the residents on the hill, especially the poor farmers at the the middle station, are worried about their livelihood during the long construction period.

The FOPH had raised the issue earlier, saying the PWD had not given sufficient time to contractors to prepare their bids for the project.

It had also crticised the PWD and the federal government for not consulting the stakeholders on the project and had urged the PWD to organise a public forum on the project with the stakeholders.

Retired Tramway engineer Ric Francis, who authored the book Penang Trams, Trolleybuses & Railways, had written to theSun to say the funicular railway system can be upgraded at a lower cost than the proposed project without needing to replace the whole system.

Recently, Penang Chief Minister Lim Guan Eng said the federal government should have sought the views of all the stakeholders before carrying out the project.

缆车提升與美化没有什么不好。不然缆车时常都坏，而来到的游客都尽兴而来败兴而归，你又可忍心？
如果真的要保持古迹，可以建个博物馆，把旧的缆车和照片放在那里也可以。我看你不会为了保持古迹而不发展槟城吧？你要保持槟城保持到好像槟城博物院里的那些照片？如果是的话，第一天就不该发展，别驾车，驾牛车好了。
为了保持古迹而食故不化，缆车一而再再而三的不能操作和让人感到不安全的话，是不是要等不好的事情发生了才来补救？
如果是的话，那时，不懂又有多少张嘴巴要来说了。

不是只是停十个月吗？忍耐十个月后就有新的缆车，我觉得还可以接受。

古迹是发展的绊脚石。。。
历史就让他过去吧。。。
我们需要更好的明天。。。
古迹只需要象征式的保留就够了。。。
古老又不世纪的东西被淘汰是难以避免的。。。

只要象征似的保留古迹，因为安全理由而应该要更新的，都应该敢敢去做，尝试两全其美。
不要再等发生事情，搞出人命，那时候后悔太迟了

不用等到2月23号 昨天我去都已经暂停了。看到本来是到维修到1月24号，后来又放了一个告示牌，好像是1月25号到29号的。

第一嘗試修造一條鐵路直到山頂于一八九零年由三位英國工程師进行。但是，他們安裝的器材在研发时并不成功，一直到一九二三年这工程被摒棄多年之后當一种瑞士技術被採取以操作纜索鐵路的火車系統。

由于缺乏它的吸引力，原来的木支架较后被取代，按照推测這升級據将能運送更多的乘客上下山庄。鐵路系統有两个部分。在中途路线，乘客必須下车和上其它车在平行的軌道到达目的地。整個行程毫时半个小时。这旅程通常会有一点儿難受，乘客在车厢上就像包裝在罐子内的沙丁魚，还有在炎热的气候使得人的不舒服与天气一起提升。限制的通風孔透气和一臺轉動的迷你風扇，打开窗口并没有为我们带来极大的帮助，因为車的行驶是每秒一点五公尺。

不是不保留，而是不能保留。。。因为完全不能继续用了。。。
一直保留，就会重复相同的故障。。。
而且，上下升旗山，竟要1-2小时的时间（+排队），你认为。。。你身为游客，你愿意等吗？？？？

州政府有尝试去维修了。。。之前不是关过吗？？问题还是一样。。。
很多时候报章没有报道，但是缆车经常复生故障。。。你遇过缆车下到半途发生故障，那时候下雨，而且是晚上时间，车上挤满了游客。。。。游客对此的印象会如何？？？
所以，你认为需要换过新的缆车吗？？？

缆车没有消失。只不过要关闭进行大整顿。现在的时常坏。希望新的不会有故障。现在这个已经用了很久。在不更新就危险了。

    是的。。。。发生故障的时候很危险。。。游客被卡在半山。。。如果天色暗的话。。。又没有空调。。。人挤人。。。。唉。。。
很多人都没想过着问题。。。不是因为古迹就一定要保留。。。。最重要的是人们的安全。。。。如果能保留有安全，政府当然不想换的。。。
