请问大神，当获得CCC后是证明屋子已经可以入住还是不可以呢？ 如果可以入住可是电表还没安装 谁应该负责呢？

是排屋對吧？   
一般上CCC了是證明一切都妥當了，怎麼會少電錶呢？

是公寓哦。询问后得知是TNB系统出现问题导致的。而且已经5个月了。

电表应该是要有的...你确定是tnb的问题？

CCC是证明屋子已经照着原图建筑完毕。
可是，屋子里的水电供是否已经是俱全并不是ccc里的条件
发展商只要把水电供需要的设施根据要求建起来就算完工，因为水电供会由service provider哪里接手的。
而service provider自己内部问题而迟发放屋子的水电供并不是发展商的责任
