CCC是证明屋子已经照着原图建筑完毕。
可是,屋子里的水电供是否已经是俱全并不是ccc里的条件
发展商只要把水电供需要的设施根据要求建起来就算完工,因为水电供会由service provider哪里接手的。
而service provider自己内部问题而迟发放屋子的水电供并不是发展商的责任
