我想请问一下，以下的条约是什么意思？


12. Customer's Responsible.
12.1 The customer shall:
x.provide basic infrastructure for installation of Leased Equipment including but not limited to internal wiring and in  the event that the Customer is not leasing the Leased Equipment from TM, the Customer will have to bear responsible for purchasing the equipment at his own cost to enable connectivity of the Service.

我是住公寓的（四楼），去年签购了TM的一个配套 - 3 years(1Mbps/RM100).
刚开始的第一年完全没有问题，但今年开始，每逢一下雨，我的modem(free modem - innacom W3100)就不能够正常的运作。
由试过向TM的服务质询官员反映过，TM的technician来检查后然后告知我问题出现在我家的电话线（从接驳处到楼上）。
然后告知我这不是他们的问题。
据我所知，凡是在用户家外面的都是属于TM的责任。

我想请问诸位大大，以上的条文是什么意思？

你好，从接驳处到楼上是属于你公寓管理层负责的。。马电讯只负责到公寓接驳处而已。。。

12.1 客户应该：

x. 提供能够安装租赁设备(modem/电话)的基处设施，包括但不限于内部线路(就是说不只是你家的电话线而已，还有其他)，如果客户没有向TM租赁任何租赁设备，客户必须自行承担添购连线服务所需设备的费用(如果没有跟TM租modem，你就要自己出钱买)。
