这单生意是spam吗？请给些意见

最近我有把我的产品post在alibaba.com，过后就有人email我说对我的产品有兴趣，要import去他的国家。他说他是agent之类的．以下是他reply我的email内容。。帮我看看有问题吗？

Thanks for your mail and interest about the supply offer to this organization, please am very sorry for not responded on time to your mail, if just that I was out of station. In fact, I contacted the board committee members with your products and am very happy to tell you that your product has been selected by the board committee members today. However, I would like to go into a long term business relationship with your company. It is my privilege to do good business with people around the world. It is my pleasure to answer your questions and do business with you.
But I would like you to assure me by providing quality products as the committee required?. As you may know that the tender is going very competative due to much interest many companied have developed. The committee is a very realiable and considerate committee and they do not delay in payment after taking the proceedures involved in the tender.
Selected Product As In Your Price Attach and Quantity Needed:-
Product A
Quantity Needed: 10,000 Dozens
Product B
Quantity Needed: 10,500 Dozens
DETAILS:-
I want you to know that I am a commision agent. Due to my relationship with members of the contract awarding committee of the organisation, many firms have gotten many contracts through my company effort over the years. If you win this contract through my company effort, i will be entitled to 1% commission as gratification to my company.The 1% commission will emanate by increasing the prices of approved product by 1% in your profoma invoice to accommodate my commission. This money (the 1%) will only be paid to me after you must have received your full contract payment from the organization.
The product are needed by economic community of west african state (ECOWAS) of the this country. All these compounded, is a strategy by the ruling party towards showing the happiness in the just concluded election.
PAYMENT TERMS:-
It may interest you to note that the organization makes an advance payment of 85% by bank to bank by telegraphic transfer and the remaining 15% to be paid by bank to bank telegraphic transfer, to be paid after shipment/supply. All payments to be confirmed by your bank. Deliver, FOB/CIF TEMA WHOLF. Delivery period, 120 days after receipt of payment from the organization by the contractor.
SUPPLY DURATION:-
The supply duration is negotiable with the contract awarding committee. If these meets your consent, let me know so that i can tell you the tender documents to prepare and the contacts of the contract awarding committeee so that you can contact them directly.
I look foward to recieving your response to this email to enable us proceed.

骗钱是不会拉，

我一看到这个 E-mail: board.tender@live.com 就感觉是骗人的了..
也许是真的用live,但是这个他讲到很厉害的人用live,我就犹豫了..
你试下找那间公司，地址，不然打电话去验证一下.. |

这种骗术应该在 90 年代左右开始吧! 
可能会叫你过去签约的，然后直接绑架索款，我们马来西亚是有人中过的。 |

骗人的，又是这种非洲国家，之前我的有UK和Nigeria,对方还特地打来，出了货，钱都没有给。还是用western union. lz还是小心为上 |
