据俄罗斯《观点报》2月7日报道,印度国防部承认由于政府削减军费预算,国防采购项目资金遇到问题,对今后几年计划落实的武器装备采购招标项目产生了消极影响。

俄罗斯世界武器贸易分析中心新闻处指出,印度财政部拖延划拨一些武器采购项目的资金,结果引发连锁反应,对其后的武器装备采购招标产生了消极影响。由于优先采购方向不确定,致使几乎所有新型武器系统和军事装备采购项目全部迟滞。1月初,印度财政部消息人士就曾向《印度时报》披露称,宏观经济指标恶化迫使印度政府削减国防预算,使本财年(将于3月31日结束)国防部采购预算比此前计划的150亿美元减少18亿美元,降幅15%,导致原定的126架法国 “阵风”歼击机、197架轻型侦察直升机、6架多用途运输加油机、145门155毫米口径M-777轻型榴弹炮采购项目迟滞。印度国防部希望能在3月31日之前签订这些合同,但是来自印军领导层的最新消息表明,政府削减预算的决定基本上使这种希望成为泡影,因为一旦签订正式协议必须预支15%的合同款项。

印度政府削减国防预算,可能还会涉及到其他武器采购项目,其中包括22架AH-64D“阿帕奇”攻击直升机、15架CH-47F“支努干”运输直升机、大量卡宾枪和突击步枪的采购项目,增购军用运输机和潜艇的项目,以及主战坦克改进项目等。在与中国、巴基斯坦关系日趋紧张的条件下,印度政府最终决定削减国防预算,与此前宣布的准备加强国家国防实力的计划相矛盾。

俄罗斯世界武器贸易分析中心明确指出,印军原本计划在本财年把国防预算增加到2.4万亿卢比,约合450亿美元,占国内生产总值的2.35%,但是最终结果是仅仅得到1.9万亿卢比,约合360亿美元,占国内生产总值的1.9%。在财政部的压力下,国防部从2012年11月开始减少本财年的支出,降幅15%,致使部队作战训练活动明显减少。实际上,以美元计算的印度国防预算减少主要与印度货币卢比的购买力下降有关,在卢比贬值的条件下,本财年折算后的印度国防部预算由原计划的386亿美元减少到目前的351亿美元。

印度国防部消息人士表示,在预算削减的背景下,国防部长安东尼防对有关滥用财政资金的投诉非常敏感,包括持续不断的匿名举报,要求对每次举报都进行调查,而且议员们经常致函国防部长对许多武器采购项目提出质疑,同样使相关项目的落实大幅延缓。在因国防部资金问题而导致项目进程停滞不前的武器采购计划中,受影响最大的是估价200亿美元的126架法国达索公司“阵风”歼击机合同项目,以及在75I工程框架内招标采购6艘总价值大约110亿美元的常规潜艇的项目,由于进程停滞,该项目截止目前甚至还没有开始启动询价程序,即便采购6艘常规潜艇的项目今后能够大幅加速,印海军得到首艘潜艇的最早期限也将推迟到2023年。

根据法国航空航天防务网掌握的消息,印度国防部长安东尼在解释“阵风”交易落实进程明显迟滞的现象时指出,印度政府希望通过调查确信整个交易过程中没有发生滥用职权的现象,政府要核查招标选定法国战机的具体程序,对全部7个阶段的招标活动进行调查。俄罗斯世界武器贸易分析中心指出,这并不是印度国防部调查的第一个武器采购项目,此前在两名议员提出质疑后,国防部开始调查招标采购瑞士PC-7Mk.2教练机的项目,正式采购合同的签订日期已经推迟。

俄媒称,尽管2011年俄罗斯米格-35歼击机在印度126架歼击机采购招标项目中败北,和瑞典JAS-39“鹰狮”、欧洲“台风”、美国F/A-18和F-16战机一起,输给了法国的“阵风”,但是印度仍旧是俄罗斯军事产品的最大采购国,两国目前的军事技术合作项目主要包括苏-30MKI歼击机的采购和组装生产,米格-29升级为米格-29UPG的现代化改装项目,T-90S主战坦克的采购,以及一系列联合研发项目,特别是以T-50为基础的第5代战机FGFA和“布拉莫斯”系列超音速巡航导弹的研制。(编译:林海)

印度将削减千亿军费 阵风战机采购再被推迟1年

  印度财政部日前通知国防部,它将削减国防部用于装备采购的预算1000亿卢比(约合20亿美元),这将导致印度陆、海、空三军多个关键的军购项目不得不停滞,包括潜艇、榴弹炮以及导弹与武装直升机。印度军事观察家认为,这对印军造成了致命的双重打击。事实上,整个印度国防采购程序漫长而曲折,加上削减预算,情况会更糟。
  据《印度时报》6日报道,面临极大延误的两个最大项目是军购总额超过100亿美元的6艘新一代常规潜艇项目,以及将近200亿美元的中型多用途战机(126架法国“阵风”战斗机)项目。由于预算削减,签署庞大的中型多用途战机合同已被推迟到下个财年,据悉,该项目的征求报价早在2007年8月就已发出,已经拖延了多年。
  潜艇方案被称为“印度75计划”,也已酝酿了好几年,但国防部甚至尚未发出全球招标或征求报价来开启正式进程。国防部给出的解释是:征求报价仍然有待内阁安全委员会最终审核批准。其中两艘潜艇将从最后选定的外国卖方处进口,在技术转让之后,将在孟买的船坞建造,最后工程由维萨卡帕特南的印度斯坦船厂完成。一名官员说:“即使进展迅速,海军最早也要到2023年才能得到首艘潜艇。”和空军联合采购的197架新式轻型多用途直升机也面临类似情况。
  报道转引印度国防部一名高级官员的话称:“这是多年来最大的资金预算削减,财政部的指令已经确定了一个事实上的进一步全面采购禁令,在接下来几年内,它将产生许多连锁性的不利影响。”

Rs 10,000 crore cut in defence budget hits critical procurement deals

NEW DELHI: A deadly double whammy has hit the armed forces. As it is, the entire Indian defence procurement process is a long-winded, tortuous one. To make matters worse, it often gets derailed by allegations and complaints - some genuine but many motivated.

And now, with the defence capital acquisitions budget being slashed by around Rs 10,000 crore — as was first reported by TOI last month — several critical procurement projects have come to a grinding halt. They range from acquisition of submarines and howitzers to missiles and helicopters.

"Nothing is moving. This is the largest capital budget cut in several years. The finance ministry's fatwa has ensured a virtual blanket ban on progressing procurement cases any further. It will have a cascading adverse effect for the next few years," admitted a senior defence ministry (MoD) official.

Added another, "Many crucial projects are also stalled due to allegations of corruption, technical deviations etc...nobody wants to stick his neck out to take a decision. Defence minister  A K Antony himself refers everything, even anonymous complaints, for a probe. Several MPs have also taken to writing letters to Antony on one project or the other, further delaying matters."

In terms of sheer criticality, the two biggest projects facing huge delays are the over $10 billion one for six new-generation conventional submarines and the almost $20 billion MMRCA (medium multi-role combat aircraft) project to acquire 126 French Rafale fighters.

The submarine proposal, dubbed Project-75 India, has been in the making for several years now. But the MoD is yet to even issue the global tender or RFP (request for proposal) to kick off the formal process.

The explanation: The RFP is still being vetted for eventual clearance by the Cabinet Committee on Security (CCS) since two of the submarines will be imported from the foreign vendor finally selected. Three will subsequently be built at Mazagon Docks in Mumbai, and the last at Hindustan Shipyard Ltd in Visakhapatnam after transfer of technology. "Even if things move very fast from here on, the  Navy will get the first submarine only by 2023 at the earliest," said an official.

Similarly, the joint Army-IAF procurement case for 197 new light-utility helicopters for over Rs 3,000 crore, with  Russian Kamov Ka-226T pitted against  Eurocopter AS 550 C3 Fennec, has been stalled for months due to complaints of technical deviations during the flight evaluation trials.

This is not the first time the 197-helicopter project has run into trouble. The entire process was scrapped in December 2007 after almost being finalized with Eurocopter due to some irregularities. This when the armed forces desperately need 440 such helicopters to replace their virtually obsolete Cheetah/Chetak fleets.

The inking of the contract for the gigantic MMRCA project itself has been put off till the next fiscal due to the budget cut. The RFP for this project was issued way back in August 2007, and that too after a delay of several years then, but it is yet to be finally inked. Given India's dismal record in arms procurements, it's no wonder that some of fighters eliminated in the race earlier still fancy their chances of a comeback.


Biggest projects facing delays are the over $10 billion one for six new-generation conventional submarines and the almost $20 billion MMRCA project to acquire 126 French Rafale fighters.

Yelahanka Air Force Station: French Dassault Rafale, the winner of India’s biggest arms prize, is back at the Aero India 2013, but hopes of those who were not picked for the $10.4-billion fighter jet deal are still high as the cumbersome process of price negotiations is nowhere near completion. Apart from the lengthy process, other factors that might impact the much-coveted deal include the upcoming general elections of 2014, economic  recession and another cut in the defence budget.
“The contract negotiation is going on, a process which is in 6-7 layers.  Later, it will be sent to the ministry of finance. We are trying to speed up the process,” defence minister AK Antony said in response to a question. The minister also made it very clear that the RfP that was issued is the final document  of reference and no changes would be made to it.
This is indicative of the fact that somewhere the deal has run into trouble and maybe the French are putting pressure on the Indian government for making changes.
Highly placed sources told FE on condition of anonymity that soon after Dassault emerged the lowest bidder (L-1), beating its rival Eurofighter on life cycle costs, the French side has been demanding more money for the transfer of technology and is not very comfortable on the production of the fighter machines at a later stage at state-owned Hindustan Aeronautics Limited (HAL).
“The Dassault team that visited the HAL facility in Nashik were disappointed by the infrastructure there,” sources added.

国防部现在被财政部扣押了压岁钱。

印度因武器采购腐败丑闻不断决定修改采购程序

【环球网综合报道】据美国“防务新闻网”3月4日文章称,受采购意大利直升机腐败案的影响,印度于3月4日宣布将起草新的武器采购程序政策,这距印度上一次调整这项政策仅隔两年。

印度国防部长安东尼(A.K. Antony)向国会表示,“我们将在近几个月内对采购程序进行再次调整”。专家表示,这次调整将推迟印度的装备计划,印度之前雄心勃勃地计划让本国一百多万士兵配备最新装备。

目前,多家国外武器供应商已对印度提出抱怨,称印度在军事合同方面长期拖延。与此同时,印度与法国正就价值120亿美元的126架“阵风”战机采购合同进行谈判。

文章称,印度于上月开始了针对直升机采购腐败案的调查。2010年印度军方向意大利阿古斯特维斯特兰公司(AgustaWestland)采购12架直升机供供印度政要使用,但近期,阿古斯特公司被暴向印军前高官提供“回扣”才拿到订单。意大利相关部门已逮捕该公司之母公司芬梅卡尼卡集团(Finmeccanica)董事长。据悉,印度已暂停向芬梅卡尼卡集团支付费用,同时向后者询问在关于12架飞机的采购案中,是否存在违反合同和“廉正协议”条款的情况。

然而,芬梅卡尼卡集团及其董事长兼CEO乌塞佩-奥锡(Giuseppe Orsi)均否认曾进行过任何行贿活动以获取该份价值7.48亿美元(约合人民币47亿元)的直升机采购合同。

安东尼向国会表示,为了满足部队作战要求,印度必须通过进口设备来弥补国内技术不足。

  这句话大亮。按三哥的工业基础和技术水平,靠他自己,做坦克能搞个T54出来就算是伟大的胜利,空军连独立完成2代机的升级都困难,还国产。。。不多外购,搞些阿穷,lca一类的白象工程军队的人咋个多挣钱呢?
