我大概花了十分钟时间整理了所有我可以找到的资料, 有什么怀疑的朋友可以慢慢爬帖. 请大家看的时候留意网友的留言,很多人十分激动。。。。 我把那些值得注意的论点都给放大了,方便大家阅读。

Some RM1.5 billion will be channeled from the Employees Provident Fund (EPF) to finance the special funding scheme for the sale of houses in public housing programmes in Kuala Lumpur.

Federal Territories and Urban Well-being Minister Datuk Raja Nong Chik Raja Zainal Abidin said the funds will be given to the Federal Territories Foundation to help some 20,000 eligible tenants and interested buyers living in the National Economic Action Council's People Housing Programme (PPR) and KL City Hall public housing units.

"The scheme, announced by Prime Minister Datuk Seri Najib Abdul Razak, will help those who are eligible to buy public housing units but are unable to obtain loans from banks, due to them being retired or not having steady income," he told theSun yesterday.

A typical unit in a public housing programme in Kuala Lumpur costs below RM35,000.

Raja Nong Chik said the foundation will disburse the RM1.5 billion in stages through Syarikat Perumahan Wilayah Persekutuan, which is incorporated under it.

The company is expected to start operations by Mar 1, and the first stage of loans to be disbursed will amount to around RM400 million to RM500 million.

"These loans will be repaid over a period of 15 to 25 years, depending on the agreement," he said, adding that there will also be interest charged on the loan.

"Of course there will be an interest charged, but it will be much lower than current housing loan interest rates charged by banks."

Bank home loans interest rates are at 1.5 to 2% off the base lending rate (BLR) which is currently at 6.6%.

Allaying fears that EPF could be at a losing end if the buyers default on their loans, Raja Nong Chik assured the loan is secure as it is guaranteed against the housing unit itself.

"If the buyer does not repay the loan, then action will be taken. The house will be forfeited and sold to some 30,000 other housebuyers who are eagerly waiting for a chance," he said.

Najib, in announcing the scheme on Saturday, said it was proposed by the ministry and received cabinet approval on Jan 18.

"Through the special scheme, problems in obtaining loans can be overcome and this, in turn, will help the low- and medium-income families to own a house.

"I'm confident that the scheme will be able to assist prospective buyers and resolve numerous problems in obtaining loans all this while," the prime minister said when launching the 2012 Federal territories' Day at Dataran Merdeka.

According to a news report last September quoting Federal Territories and Urban Well-being deputy minister Datuk M. Saravanan, as of last September, the number of vacant PPR units in the nation's capital numbered fewer than 2,000, with over 20,000 applicants on the waiting list.

In an immediate response, Federation of Malaysian Consumer Associations (Fomca) CEO Datuk Paul Selvaraj said, the scheme is commendable, but caution must be exercised by the foundation.

"We support any move which will help put a roof over the people's heads, but there must be thorough consideration of an individual's ability to service the loan, as well as stringent eligibility checks to ensure the scheme is not abused," he told theSun.

"The whole process of choosing who is eligible and who is not must be open and transparent," he stressed.

He also said the EPF has a responsibility to its members to protect their interests, and so there can be no excuse to being lax about conditions set on eligibility.

Meanwhile, the Malaysian Employers Federation also applauded the move. "The EPF is assisting the rakyat to own houses, it is commendable that EPF is doing a public service," MEF executive director Shamsuddin Bardan said when contacted.

He said he is assured that any loan defaulters will be hauled up for action.

"The loan may be guaranteed against the housing units, so the house will be forfeited if the buyer does not service the loan," he said.

Under Section 26 of the EPF Act 199, loans can be given to the federal and state governments, as well as to companies incorporated under the Companies Act 1965, pending approval from its Investment Panel and the Finance Ministry.

KUALA LUMPUR, Feb 4 — Putrajaya’s plans to use RM1.5 billion from the Employees Provident Fund (EPF) to give home loans to unqualified buyers is in breach of the EPF Act 1991, which sets out permissible investment activities for the fund, Tony Pua said today.
The DAP publicity chief said that while the EPF may lend to money to federal and state governments, corporate bodies and even members of the fund to buy or build a house, it cannot provide loans to individuals for the purposes of acquiring low-cost apartments using the property as collateral.

“The fund is committed to preserving and growing the savings of its members in a prudent manner in accordance with best practices in investments and corporate conduct.
“Therefore, the EPF is not a lender of last resort for the poor and neither is it a social welfare organisation,” he said in a statement.
Pua also dismissed Federal Territories Minister Raja Datuk Nong Chik Raja Zainal Abidin’s assurance that the transaction was guaranteed by Kuala Lumpur City Hall (DBKL), noting that the loans would be made out directly to property owners who may or may not have contributed to the EPF.
The Petaling Jaya Utara MP said that if the low-cost properties were collateral-worthy due to their market price being higher than the purchase price — as the prime minister has claimed — the loans could easily be made via commercial banks instead.
“If DBKL is able to provide the guarantee, and the guarantee is even ‘better than normal corporate property’, then surely, banks will be rushing to provide the loans and not shy away from them...,” he said.
In a separate statement, PKR vice-president Nurul Izzah Anwar questioned if the high “guaranteed returns” of 5.5 per cent from the proposed home loans were commensurate with the risks of lending to individuals who could not secure loans from commercial banks.
“Because of their very limited repayment capability and falling under a category of high probability of default, it would be risky for the EPF to assume that they would suddenly be able to repay their home loans under this scheme without hiccups,” she said.
The Lembah Pantai MP also asked if DBKL could offer guaranteed returns if a large number of lenders failed to service their debt in timely fashion, saying that the easy home financing risked creating a situation of “serious moral hazard” like the US sub-prime crisis.
She added that the government should instead make full use of existing financial institutions with a social welfare agenda such as Bank Rakyat, Malaysia Building Society Bhd or Bank Simpanan Nasional to implement the “noble initiative”.
The EPF is not the personal piggy bank of the BN government. After all, the EPF is a social security organisation for the protection of workers’ retirement savings as opposed to a social welfare organisation...,” she said.
“The government can channel its own funds or specific government allocations for housing purposes under the federal government’s annual budget’s ‘social services’ bracket to these financial institutions that will act as a conduit to extend government soft loans to the underprivileged for home purchase purposes.”

KUALA LUMPUR, March 15 — A controversial RM1.5 billion loan using the retirement savings of workers will be used to finance Kuala Lumpur City Hall’s (DBKL) new low-cost housing schemes and to maintain existing projects that will be sold to unqualified buyers, the federal territories minister said today.
The Employees Provident Fund (EPF) is providing the first tranche of RM300 million to a special purpose vehicle (SPV) undertaking the financing for those buying some 24,000 low-cost flats in the capital city.
Datuk Raja Nong Chik Raja Zainal Abidin said DBKL “did not ask [for] money from the government” as it wanted to “avoid politics” in the scheme described as a “liquidation exercise.”
The federal territories and urban well-being minister told reporters DBKL had decided against making direct loans to up to 35,000 city dwellers who are still renting and unable to borrow from banks as it needs funds for “future projects.”
“When we sell these houses, we want the cash in hand so we can build new low-cost houses. But most importantly, we really need to improve maintenance,” he said, despite claiming DBKL has RM1.4 billion in reserves.
“To be frank, we never asked the government for money because we wanted to avoid politics. If there is a default, then when we want to take action they will get angry. But now as it is EPF’s money, it will encourage more responsibility,” he added.
The senator pointed out that for the 70,000 low-cost homes still being rented out at RM124 per month, the monthly maintenance cost per unit was about RM240.
Raja Nong Chik triggered public outcry in January when he disclosed the proposed loan scheme will allow unqualified City Hall tenants to buy homes using up to RM1.5 billion from the EPF, which is tasked with safeguarding the retirement funds of over 5.7 million active contributors.
The Malaysian Insider reported last week that the plan to lend an initial RM300 million from the EPF to unqualified house buyers in the capital has hit a deadlock over security conditions demanded by the country’s largest retirement fund.
The EPF had said on February 8 that it is in talks with the federal government but a deal has not been inked for the initial sum of RM300 million to be lent to a special purpose vehicle linked to the Federal Territories Foundation (FTF).
The foundation is directly controlled by Raja Nong Chik.
The minister, however, said in Parliament yesterday that the EPF has already signed “a policy agreement to loan RM1.5 billion” for the housing scheme.
He previously said the loan would be secure as it is guaranteed by City Hall, a government agency, and that the EPF would get a 5.5 per cent return on investment annually from repayments by the new home owners.
The Umno senator also said he expects “not more than 10 per cent (of the borrowers) will default”.
He explained today 24,000 renters have been given offers to buy their homes but only 12,000 have accepted with 5,000 having found their own financing.

KUALA LUMPUR, April 15 — The first phase of Putrajaya’s plan to lend an initial RM300 million from the Employees Provident Fund (EPF) to unqualified homeowners in the capital will begin tomorrow, the federal territories and urban well-being minister said today.
Datuk Raja Nong Chik Raja Nong Zainal Abidin (picture) told reporters that the initial RM300 million tranche of the RM1.5 billion plan to finance 7,000 buyers will proceed as planned.
“They will be getting the offer letters starting Monday, about 7,000 of them.
“DBKL (Kuala Lumpur City Hall) will be sending it from house to house,” Raja Nong Chik told reporters here.
He stressed that the home loan would be going on as planned, and that there would be no form of delays in the matter.
The Federal Territories Foundation (FTF), which has set up a special purpose vehicle (SPV) to handle home loans for up to 35,000 city dwellers who are still renting and unable to borrow from banks, had previously said the initial RM300 million deal could only be signed by May.
It had cited “proper process of preparing legal documents” for the delay but insisted all terms set by EPF have been agreed upon.

一些值得留意的网友留言:: 很多人质疑为什么LOW COST FLAT的MAINTAINANCE FEE 高到这么出奇?也有人质疑这已经乖离EPF的本意。

Has EPF become a Bank? Is that it's original purpose? Has it swayed from it's original purpose?

If EPF has become a bank, then it makes more sense that the people be given a choice which bank they should put their money in. People are forced to give to EPF because of the law but EPF can change their original purpose. Where is the consistency? This is daylight robbing and using the people's money without their permission.

2. The banks used proven methods to screen applicants. If they fail there is probablity that 80 of 100 probably can't repay. They are banks they should know!
3. DBKL has 1.4b in reserves and is taking 1.5b loan? Excuse me??
4. "To be frank, we never asked the government for money because we wanted to avoid politics"!! Hey housing for the poor is not politics! What are you talking about? If the pakatan government rejects and turn it into politics then I might vote for the ruling government! But sounds so NOT sincere!!

RM 240 maintenance?? What did DBKL have maintaned so far? The living enviroment are so terrible. The lift operate 2/3 for a single tower. Lift broke down so often and smelly as well. Folks! Here are some advice, If really want to purchase of where you want to leave. You better ensure who is goin to maintain the cleannilessss... and without security.

In my opinion, DBKL Supreme Council better come on spot to check on your own... RM 240 where its spend? Don't tells me DBKL subsiDIES RM 240 per unit!!! For those who never been to PPR area, U better do so and look at the enviroment ride the lift... then you know what talking about.

Why does it cost RM240 for MONTHLY maintenance of a low-cost home??? That's more than the normal maintenance cost for a medium cost apartment, or even a condominium!

Raja Nong Chik, the Federal Territory Minister, is so well connected that he can managed to persuade the EPF board members to let him have the RM1.5 billion loan to finance low cost housing units to so-called unqualified house buyers. This is definitely playing with fire and going to set untested precedent . Besides the future financial security of retirees or pensioners are in the inefficient, lousily managed KL city hall council. Raja Nong Chik, if you can save the funds needed, or do have the financial capacity to put up projects, do risk the future livelihoods of millions of retirees for your selfish goals and cavalier attitude towards retirees' hard-toiled money. Can you guarantee the loaned money is repayable to EPF? How about the rate of dividend for the EPF savings, are they stipulsted to be higher than what best effort of the investment return of EPF portfolio? I hope EPF board or trustees can see through the risks of this BN ill-advised scheme and reject the demand for easy loan!

No wonder DBKL is having problems.

The maintenance cost per unit is rm240. This works out to be 24sen psf on the assumption that each unit is 1000sf.( this may be lower)

A condo unit with better facilities can be maintained at 18 sen psf.

On this basis at the most the maintenance cost should be no more than rm180 and I think my estimates are already on the high side.

The truth is DBKL is so inefficient that they should not be involved in renting out low cost flats. Further , no action is taken to recover rentals because the government is worried they will lose votes but this is very irresponsible.

1.You are just a Federal Territory minister. You have NO business getting mixed up in EPF.
2.If DBKL can give such a gurantee, why didn't it loan out its own money ?
3. Why should the Special Purpose Vehicle be under YOUR control ?
4.Why should EPF lend money to those unqualified ? If this people are members, then they can take out a portion of their own EPF to buy the flats !
5.DBKL does not want to borrow from the Government. This means it does not want to get involved, or run the risks !
6.If you and DBKL and the Federal Govt are so caring, then why don't DBL just off-set the rental amount of all those years and ask the renter to come up with the balance ?
7. 5.5% on a risky proposition ? I wouldn't want it ! That's why banks are shying away from these unqualified people.
8. People are people. You won't know what they are going to do next.10% defaulters is real baddd ! That's your projection !
9 Why should you, and the Federal Govt force EPF members to run the risk of great losses ? You and the Govt has NO right to do this !
It is not that I do not sympathise with these people. Go down to DBKL flats and see for yourself the number of cars, motorcycles, lorries, astro, businesses .... all the luxuries of life ! ... and you call them poor !
These people refuse to vacate the cheap rental ( RM124.00 per month) flats because most probably they own property elswhere which they are renting out ... which are their nest eggs !!
They are depriving others who are more deserving. ! Many of them are even renting out these flats at RM200-300 per month and making money out of these low cost flats ! DBKL is being duped ! ... and you want EPF to be duped too !
I don't and won't trust you !

It is simply outrageous to use EPF money to build this low cost houses. EPF money belongs to the contributors and should not be used for this even if this shows low default or even zero default. By virtue of it being a sub-prime housing project - the risk is simply to high for contributors to bear. This is a case of another abuse by umno

This is the first time I heard that cash in advance even any projects been propose, DBKL can any time propose to the banks for their projects. Why must be EPF? Our money is not for your taking. If this carried on, I hope our money in the EPF is still around and not be another NFC.
Come this GE13, I going to vote UMNO/BN out.............................OUT.

The idea is noble but must why must used EPF contributors money. They are not contributing by choice. Rakyat money should be at the last resort after all those fantasies luxury projects are scrapped. Government simply dont placed the priority right but always take an easy way out ny eyeing for easy money. Out of those RM1.5 billion how much really accounted fro the projects but landed into vote buying or making cronies richer juts like the cowgate.

这新闻好像流传很久了,我也是刚刚知道,可能那时有看到,不过EPF不多,所以没什么注意。

既然这个故事大家这么有兴趣,我就去COPY AND PASTE,整理整理。

真的非常谢谢你!

去年的EPF钱不多,毕竟刚毕业出社会一年,然后当时还没买房子,没有什么留意这类的新闻。
直到现在买了房子,工作也快2年,才开始注意自己的EPF/tax/房产咨询之类,和政府的政策。

在一次谢谢你的搜寻帮助!
