Jan 9 (Reuters) - France is hopeful of selling 60 Rafale fighter jets to the United Arab Emirates, a French diplomatic source said on Thursday as President Francois Hollande prepares to visit the Gulf country next week.

The possible sale will be one of the main focuses of Hollande's visit although the source said the signature of a deal was not planned during the trip.

The on-off negotiations have been under way for several years and were given high-profile support by former French president Nicolas Sarkozy, who mounted a diplomatic campaign to win the first firm export order for the jet.

Talks hit an obstacle in November 2010 when Abu Dhabi publicly criticized Dassault Aviation, the maker of the Rafale, over the price of the multi-role combat jet and sought information on the competing Eurofighter Typhoon.

It has also contacted U.S. company Boeing over the F-18 warplane.

"The matter is still on the table and has a chance of succeeding and it is also linked with other Rafale export deals to other countries," the source said.

Dassault declined to comment.

The negotiations were reported to have been put on hold ahead of last May's French elections, and since then the oil producing nation has appeared less hurried to close a deal as it gauges Hollande's diplomatic engagement.

He travels to Abu Dhabi on Jan. 14-15, where Paris has its only military base in the Middle East, to discuss bilateral relations and rising tensions with Iran over its nuclear programme.

"If the question is: Will the contract be signed during the president's visit, then the answer is no," the source said.

A French win in the UAE could also lead to further contracts in the Gulf Arab region, which shares the West's concerns that Iran is using its nuclear energy programme to develop weapons, a charge Tehran has denied. Saudi Arabia inked a deal for U.S. arms worth nearly $60 billion a year ago.

Qatar, a close French ally, said last year it wanted to replace its fleet of Mirage fighter jets during 2012, possibly buying 24 to 36 units. Kuwait in 2010 said it was also considering buying Rafales to replace its ageing Mirage fleet.

According to analysts, the Gulf countries are looking to have the same aircraft for interoperability reasons as well as differentiating themselves from Gulf power house Saudi Arabia, which uses U.S. Boeing-built F-15s.

Paris has billed Hollande's visit as more than just a push for France's commercial interests in the country even though he is bringing a delegation of executives from at least 10 top French companies.

(Reuters) - India is ironing out contract details on a purchase of French Rafale fighter jets that has been under negotiation over the past year, Foreign Minister Salman Khurshid said during a visit to Paris on Thursday, suggesting that a deal could be close.

India chose Dassault Aviation's (AVMD.PA) Rafale for a possible 126-plane order in January 2012 ahead of the competing Eurofighter Typhoon (EAD.PA) (SIFI.MI) (BAES.L) and started exclusive talks, lifting hopes in France of a sale that would restore the lustre of its aviation industry.

Khurshid - on his first visit to France where he will meet President Francois Hollande on Friday - said progress was being made on the deal, worth around $15 billion, but did not say when it could be signed nor what it would entail.

"We know a good French wine takes time to mature and so do good contracts," he told reporters. "Contract details are being worked out. A decision has already been taken."

French Foreign Minister Laurent Fabius also said the talks "were advancing well."

Asked about the status of the deal, a Dassault spokesman said the company remained positive.

"Relations between India and Dassault are solid and long-standing, we're confident," the spokesman said.

In December, Dassault Chief Executive Charles Edelstenne said he was "relatively optimistic" the deal would soon wrap up despite tough negotiations.

Hollande will visit the United Arab Emirates next week, and is also courting Brazil, as Paris strives to ink a first sale of Rafales, billed as some of the most effective fighter jets in the world but also among the most expensive.

Former President Nicolas Sarkozy took personal charge of trying to market Rafales abroad in 2007 after the embarrassing failure of a bid to sell $2 billion of the jets to Morocco.

India already owns more than 50 French Mirage jets as it seeks to upgrade its largely Soviet-era air force and navy.

为甚会放Still呢?
这证实了之前我说的是实话。
目前,台风与UAE越走越近,法国看印度一拖再拖想吃回头草但机会很少了。

6 Squadron on Exercise in the United Arab Emirates

The Typhoon aircraft of number 6 Squadron have been exercising with a multi-national contingent in the Middle East, at Al Dhafra Airbase in the United Arab Emirates.
This has been the first time that aircraft, engineers and pilots from the Squadron, normally based at RAF Leuchars, have deployed together on the Advanced Tactical Leadership Course (ATLC) which runs each year at Al Dhafra Airbase.

5% budget cut stalls Defence plans
NEW DELHI,January 6, 2013

Battling the ongoing economic slowdown, the Centre has effected a five per cent cut in the Rs.1.93-lakh-crore defence budget for this financial year.
The cut is estimated to be around Rs.10,000 crore, Defence Ministry sources said.
It is likely to put the brakes on ambitious plans of modernisation within the Army, the Navy and the Air Force and push, to the next fiscal, several key acquisition plans. These plans include the acquisition of 126 Rafale fighter aircraft for the Air Force from French firm Dassault Aviation. The already-delayed Medium Multi-Role Combat Aircraft (MMRCA) project, worth $20 billion, will now be pushed beyond April 2013. Acquisitions of helicopters and missiles could also be delayed further, the sources said.
Under the Rs.1.93-lakh-crore budget, Rs.1,13,829 crore is for revenue expenditure, including salaries and pensions, and Rs.79,579 for modernisation of the armed forces.
Defence Minister A.K. Antony recently indicated that the Ministry would struggle to get the allocated amount during the current fiscal. In view of the cut, the Ministry has asked the armed forces to focus on prioritising their procurements. The sources said the Ministry’s desire to encourage research and development in high-end technology would take even longer to fructify. The Ministry is also keen to encourage competition among defence public sector units.

Dassault, India tussle over supply chains

BANGALORE, India, Jan. 11 (UPI) -- India's defense ministry reiterated that Hindustan Aeronautics Ltd. will remain lead integrator for producing 108 Rafale fighters under the medium multirole combat aircraft contract.
Replacing HAL as integrator would jeopardize the procurement process carried out to secure the $15 billion deal with Dassault Aviation in France that was signed in January 2012.
The MMRCA contract called for final and exclusive negotiations with Dassault before production begins.
Under the tender issued in 2007, the first 18 of 126 of the twin-engine delta-wing fighters will be supplied by Dassault from its facilities in France. The remaining 108 will be produced under license by HAL at its Indian factories.
A deviation from the tender issued for the project would need to be approved by the Defense Acquisition Council and legal issues could arise, ministry sources told the Press Trust of India.
The ministry issued its statement after coming under pressure from Dassault to clarify the role of HAL so the French manufacturer could explore options for working with other companies.
Defense officials said it would convey final details of the relationship to Dassault and HAL this month, the PTI report said.
HAL is a Navratna company -- a government business -- and has 19 production and overhaul divisions and 10 research and development centers in India, the company's Web site said. It has 33,000 employees of which around half have "more than a decade of aircraft industry experience."
Dassault has been pressing the government for more freedom to choose its supply chain partners in light of a deal it signed -- shortly after getting the MMRCA contract -- with India's Reliance Industries Ltd. for working together in defense and homeland security agreements.

上次Perajurit点出了Rafale hidden cost太贵所以被UAE刷掉的事实,现在巴西也开始提出了这点!

Brazilians accuse the French fighter aircraft of high maintenance costs compared to its rivals, the Gripen (Saab) and F-18 (Boeing). This does not mean that the Rafale is out of play "If Brazil had to select a fighter at the end of last year, the Rafale has not been selected," says a great connoisseur of Brazil "La Tribune". Simply because there was really more of an issue during a visit to Paris in December the president of Brazil, Dilma Rousseff. Unlike many press articles saying the opposite.

In November, Brasilia warned Paris of postponing its decision on the choice of the future combat aircraft to equip the Air Force as part of the tender F-X2, which was extended several times. "Brasilia will make its decision in a timely manner," stressed early November the Brazilian Defense Minister Celso Amorim, during a visit to Brasilia his French counterpart Jean-Yves Le Drian.
