help,my program looked cant open

my computer have errror,when i open a program it appear
"this file does not have a program associated with it for preforming this action. Create an association inthe Folder Option control panel.

now all my program cant open, please help.

sorry,computer problem ,so i just can write it in english.

help me please,i cant scan because my ADWARE, SPYBOOT, NORTON ANTI VIRUS also cant open liao.
