Panicky is the actual adjective(derivative) of panic.
Panicked is the past participle of panic. So it can be used as adjective too.
They carry the same meaning and hence, both of them can be used interchangably.

I become panicky when I sit for exam.
I feel panicky whenever I see that woman walking towards me.
The panicky cat is fleeing the dog.

If you substitute 'panicky' with 'panicked', they will still sound right and look right.
