water tank 的容量/要求

小弟有个疑问，

普通 residential  : double story /single story terrace / semi-D , water tank 的容量是如何决定的？ 是 base on total build up area? 比如说 18ft x 65ft 的 double storey terrace ， build up is 1170 ft2, so water tank 的容量是拿 build up area 的 ratio 吗？ 还是根据 authority  的要求？在 negeri sembilan.
