suggest to try and give her as much time on her tummy, commando crawling, crawling on hands and knees, or being in a quadruped position. Do some thumb / hand massage first and then do these weightbearing activities. When she starts standing and walking, there will be much less opportunity to work on her thumbs being outside the fist.
You can use tunnels, crawling over cushions, quilts, etc. Tummy time over a balance / yoga ball and moving in different positions with open hands, etc.
If safe, squashing playdoh with flat hands (if possible).
