spoken 是 past participle, 不是 past tense.

had+past participle的用法是past+past。

has spoken=present perfect simple
have/has+past participle的用法是past+now。

发生在过去但是现在仍然还在发生

就用楼主的例子来说明吧，have spoken
可否解释一下，speak这个动作，如何在过去发生，但现在依然继续着呢？

He has been speaking Thai with his friend since he got here.
他一来到这里，就一直和他的朋友讲泰语。

past perfect simple
had+past participle的用法是past+past。
就比如 She said she had gone out with them last week.
她说（过去了）
出去（在她说之前已经发生了）

has spoken=present perfect simple
have/has+past participle的用法是past+now。
就比如she has worked in 3 banks.
她已经在三间银行做过了。( 强调她以前到现在做了3间银行）

has been verb+ing=present perfect continuous  
的用法是action start+until now
就比如she has been working for 5 years.
（从一开始她就做工到现在5年了，强调着她现在还是在做工的）

i heard that girl has spoken English with parents . (past+now)
我听到她跟父母说英语。

不对,因为你听到她说英文的时候是同一时间的.没有past+past
也不对.因为她说英文不是在certain period发生到现在的事情.所以不是past+now

We use have/had when sth has just happened and the time is unknown.
e.g. I have given u the book. (But when exactly u gave her the book? U are not sure so u use have)
For present tense(have), we use it when sth has happened and it is still related to the present. That's mean the time line extend from the past until now. E.g. I have been working here for 4 months. (it means that until now u are still working there.)
If u say I work here for 4 months. (it brings the meaning that u r going to work there permanently. When u use have, it sounds more for a short term.)
When have + ing , it is emphasizing the duration.
I had been =happen in the past and has nothing to do with the present.

I heard that girl speaking with/to her parents in English.

hear/see + [宾语Object] + [原形动词]/[ing 动词]:
I saw the boy cross the road. (看到整个过马路的过程)
I saw the boy crossing the road.  (看到他正在过马路)

oh..u r right...i am "limited company"

when the 1st verb is main verb, the verb follows should be gerund.
e.g. I heard him yelling at his parents.
so should be i heard that girl speaking with her parents in eng.
