You can't put "the" before "bigger" so (a) & (d) are out. You need a verb like "is" between a noun (whale) and an adjective (bigger), so the answer is (b).

12有问题。If it's D, then it should be average value of "import(ed) tea" instead of "import tea".

 The answer of that question should be C. average import value of tea. This is because every imported item has a value. It's called import value. Hence average import value of tea is correct and also made sense.
