My working hours starts at 8am是对的
当我们讲关于时间表，节目等就用present tense
每天在固定时间上班，好像时间表一样 |

请问哪一个是正确的。
我是认为第二个，不过看到有人（英文教育者）写第一个，所以有点疑惑，特来这里问问大家。。。谢谢。 |

我在以下一间医院的网页看到这个句子，好像是 is started 是对的。。。

但是想想， 你们说的也对，所以，我还是找不到答案。。。 |

working hours是时间，时间自己流动，自己会开始，所以应该用active voice（主动式）start at
health care services是服务，服务不会自己开始，需要有人去启动它，所以应该用passive voice（被动式）are started |

present perfect tense 的其中一个用法是强调或宣布某样事情
这里它强调它从早上8点营业到8pm
这是我的看法 |
