TENAGA Nasional Bhd (TNB) (5347)  has deferred a plan to build a new corporate headquarters due to the current economic slowdown.

"Things are so difficult now and with recession coming, we aredeferring the plans until things get better," chief executive officerDatuk Seri Che Khalib Mohamad Noh told reporters at TNB's Deepavaliopen house yesterday.

Business Times reported last Novemberthat the power company was looking to build a 34-storey building thatwould cost between RM300 million and RM350 million.

The newestablishment would be situated on land next to its currentheadquarters in Jalan Bangsar in Kuala Lumpur, which is 70 years old.
Construction was supposed to start this year and the building was to becompleted by 2010, helping the company save on operational costs suchas rental payments.

  It was said to cater to TNB's 30,000 workforce and expanding operations.

When asked about its role in the gas-powered electricity plant byPetronas in Sabah, Che Khalib said TNB was appointed as consultant byPetronas.

"The plant's capacity is 300 megawatts (MW). We don'tknow when the plant will be set up because Petronas owns it. We (TNB)are just appointed to assist in the technical aspects of the powerplant for this project," he added.

  Che Khalib said the plant was a necessity and Petronas would use gas extracted from Sabah to generate electricity.

He added that it was important to set up a power plant in the east costof Sabah because it eliminates the risk of dependency on power plantsin the west coast.

"If a line trips (from the west coast), thenthere will be no back-up power so it's very crucial to ensure thatpower supply in the east coast is stable," he added.

TNB wassupposed to build a 300MW Lahad Datu coal-fired power plant project tostabilise the Sabah Grid on the east coast, which was later scrapped bythe Sabah state government.

（吉隆坡）國家能源（TENAGA,5347,主板貿服組）與FELDA油棕工業私人有限公司（FPI）與電力發展公司（EPD）簽署聯營協議，以在彭亨州共同發展1座10兆瓦的生物能源發電廠。

公司發文告表示，三造將成立特別用途工具（SPC）以發展、興建、持有、營運和維持該座以油棕果核纖維等為主要生產能源的發電廠。

根據協議，國能將持有SPC24.5%股權，FPI和EPD則各別持有51%和24.5%股權。

SHARES of Malaysian power firm Tenaga Nasional gained 2.54 per cent intrading today on hopes that a falling coal price may lead to moreearnings upgrades for thXXXXX.

State-owned Tenaga rose to RM6.05 by 11:37 am with 706,000 shareschanged hands while the benchmark share index was down 0.5 per cent at844.43 points.

    HLG Research has raised the stock to a "buy" from a "hold" with a target price of RM7.40.

“We think brokers could start to aggressively upgrade EPSestimates by more than 20 per cent to factor in current low coalprices, once it becomes evident that low coal prices are here to stay,”said HLG in a note to clients today.

    Coal is a main fuel source for Tenaga, accounting for about 40 per cent of its fuel requirements.

HLG said benchmark spot Australian thermal coal prices have fallenfrom a peak of US$193 a tonne in July to US$84 a tonne currently.

“In our view, the market has been slow to factor in lower coalprices due to a lack of management guidance, especially as Tenaga hasalso not locked in its coal prices for most of FY2009 and 2010,” saidinvestment bank Goldman Sachs, who also has a “buy” rating on Tenaga. -Reuters

（八打灵再也3日讯）能源、水务与通讯部长拿督沙兹曼和国内贸易与消费部长拿督沙礼尔今日双双表示，国际煤炭价格走低将是国内电费有望调低的好消息。

沙礼尔说：“以目前的煤炭跌幅来看，太好了！”

针对电费是否有望调低，他表示将会在近期内召开的国家经济理事会执委会会议上，提出降低电费的要求。

他补充，反观国家经济理事会会议的成员人数比较多，在该会议上提出降低电费的问题较不合适。

沙礼尔强调，最重要的是煤炭价格能一直保持下跌的走势。

另一方面，沙兹曼向《南洋商报》表示：“这是全体大马人民的好消息！”

询及这是否意味着电费有望获得调低，他指目前暂时不作进一步讲解。

国能股价走高

此外，首相署消息透露，国家经济理事会执委会是每周召开会议一次，国家经济理事会则每个月开会一次。成员人数大约10人的国家经济理事会执委会，预料将在本月10日开会。

本报报道，由于煤炭价格走低，盈利有望获得上修，激励国家能源（Tenaga，5347，主板贸服股）的股价昨日走高。

丰隆研究指出，澳洲基准热煤价格已从7月触及的纪录高点每吨193美元（700.59令吉），下跌至当前的每吨84美元（304.92令吉）。煤炭是国能主要的燃料来源，占其总燃料需求的约40％。

(吉隆坡4日訊）隨著巴貢水壩(Bakun Dam)及海底電纜計劃獲得政府首肯，分析員表示，有分參股的國家能源(TENAGA，5347，主板貿服股)預期能夠從中獲利。
根據媒體報導，能源委員會主席拿督比安蘇克羅表示，大馬政府已給予國家能源和砂拉越電力(SARAWAK，2356，主板貿服股)准許，進行巴貢水壩及海底電纜計劃。
由於不符業務策略，森那美(SIME DARBY)於6月份宣佈，退出巴貢水壩後，國能和砂拉越電力在今年8月份，聯合呈交建議書給首相署經濟策劃組(EPU)。
計劃花時較長巴貢水壩的成本預計為80億令吉，竣工目標落在2012年。此外，海底電纜將開始建設，也計劃在2012年完成，而其價值預期為80至100億令吉。
早前，國能示意，它在聯營公司的參股率會少於50%，因此，分析員相信，基於整個計劃需要花費較長的時間，所以短期內對國能的影響並不大，而發展成本預期將會在發展階段核定。
假設總計劃成本為160億令吉，而貸款及融資比例為80：20，黃氏星展投行分析員以國能認購其中50%股權計算，預測它所要承擔的成本，將達16億令吉。同時，鑒於0.7倍的淨負債率，該分析員相信國能將以貸款融資。
以長期來看，該分析員認為，這筆投資將為國能創造盈利貢獻，因為它將以較低的成本融資，及從巴貢水壩計劃中省下燃油成本。
此外，隨著水壩接近竣工，所面臨的風險也相對較低。因此，該分析員維持國能的投資評級為「守住」，目標價格為6.80令吉。

陈华贵：取代现有柴油 后年全面销售B5柴油

（吉隆坡10日讯）种植与原产业部长拿督陈华贵表示，我国所有油站将于2010年1月起，全面以混合5％原棕油的生物柴油（Envo Diesel Ester，简称B5），取代现有以石油提炼的柴油。

他今日出席“Envo Diesel Ester”推介礼后向媒体指出，届时国内的所有油站将全面销售B5生物柴油。

隆市政局汽车今起使用

他说，在推动B5的首阶段计划，政府部门的汽车将会在明年2月起，强制使用B5生物柴油，而为了让该计划更顺利的推行，吉隆坡市政局（DBKL）以及公共工程局（JKR）的汽车已经在今日开始使用B5柴油。

“在初步阶段，共有190辆政府部门汽车将使用B5生物柴油，预测到明年1月将消耗66吨B5生物柴油。”

至于第二阶段和第三阶段（最后阶段），政府将会强制工业领域和公共交通领域使用，并于2010年1月起全面强制执行，届时预测每年将会消耗50万吨的B5生物柴油。

陈华贵指出，由于国家能源（Tenaga，5347，主板贸服股）不再使用柴油发电，因此，政府将会考虑独立发电厂。

他说，目前政府正与工业领域如独立发电厂商讨，以便燃烧原棕油作为发电，不过他拒绝透露独立发电厂将会使用多少吨原棕油。

他说，B5生物柴油确实比石油成本昂贵，大马棕油局（MPOB）向油棕业者征收的每吨4令吉税务，成立基金作为补贴之间的价差，该基金目前约有2亿令吉。

天然氣價7月若調低
國能或降低電費
（吉隆坡11日訊）政府若在明年7月調低天然氣價格，國家能源（TENAGA）不排除電費將隨之下調的可能性。
國能總執行長拿督斯里仄卡立指出，在政府于明年7月檢討天然氣價格之前，不會調整電費價格。

詢及是否看好明年可調高電費時，他說：“天然氣價格不一定會提高，當局也可能調低天然氣價格，屆時電費甚至可能下跌。”

“就等明年當局的決定，在這之前，我不認為會有任何調整。”

儘管煤炭價格跌至每噸80美元（289令吉）左右，但仄卡立指出，09財年的煤炭價格不會比08財年低。

“上財年煤炭平均價格為每噸76美元（275令吉），但只是09財年首季，煤炭價格已達110美元（398令吉），加上更高兌換率，現財年煤炭價格肯定不會太低。”

不會裁員

他說，令吉兌美元匯率從過去3.4至3.5水平，貶至3.6至3.7水平，國能因此得承擔更高成本。

針對成本轉嫁機制一事，仄卡立指出，正嘗試草擬有關機制制，目前未有定案。

儘管全球經濟陷入衰退隱憂，不少大機構掀起裁員潮，但仄卡立說，國能不會裁員。
